HOW IT WORKS

CHECK THE DISPLAY

Look at the Pay Station Smart Meter screen and find parking rates, hours, time limits and other important information. If the screen is dark, press any button and it will light up.

PLATE or DEBIT/CREDIT CARD

Either enter plate number or insert debit/credit card.

SELECT PAYMENT AMOUNT

With the [+] and [-] buttons, select your payment amount.

PAYING WITH COINS

If paying with coins, exact change is required and coins WILL NOT be returned (accepting U.S. & Canadian coins, but not paper currency).

PAYING WITH CARD

If paying with debit or credit card, wait for authorization of the card. Visa, MasterCard, American Express and Discover are accepted.

CONTACTLESS PAYMENT

If using the contactless payment option, press the [OK] button to display the contactless icon on the screen. Place smart device over the display to initiate payment.

CONFIRM or CANCEL

Press [OK] button to confirm your payment, or [CANCEL] button to stop your transaction. The meter will attempt to authorize the payment shown on the screen if neither button is pressed after 5 seconds.

AMOUNT OF TIME

The display will then show the amount of paid time approved and when your time is up, or the meter will request another card.

Why is the City installing new Pay Stations?

Most people visiting Plattsburgh arrive by vehicle. A strong parking management program is important for Plattsburgh to be a place that is prosperous, connected, livable, active, and welcoming. The new paystations are part of the City’s implementation of the recommendations included in the parking study completed by Carl Walker in 2018. The paystations serve two main purposes:

First, under prior management practices, valuable on-street parking spaces in Plattsburgh’s downtown area were too frequently held by long-term parkers. The new paystations will facilitate more frequent turnover of that on-street parking so visitors can more readily find convenient on-street parking near their destinations. Long-term parkers will be incentivized to park in off-street lots by making parking permits available at reduced rates to those who live and work downtown. At the City’s beach, the paystations will provide added convenience to all its visitors.

Second, the paystations automate much of the system’s administrative tasks and provide added convenience to parkers via the use of mobile payment applications and tracking functions. This automation reduces the overall cost of the system by minimizing the staff time required to administer it.

Why do we call the meters “smart”?
The new IPS MS3 paystations are smart for various reasons. They offer multiple convenient payment options, communicate wirelessly to provide City staff and customers with operational alerts and occupancy data, and draw all their required power directly from the sun via solar panels on the top of each unit. These paystations are a critical asset in the management of the City’s parking resources.
When will the new Pay Stations be installed?
The paystations at the City beach have already been installed and paid parking at the beach will be enforced as of Friday, May 27, 2022.

Installation of paystations in the downtown area will proceed upon approval of a fee structure for the downtown system by the Common Council.

When do I have to pay to park at the Pay Station?
At the City beach, parking is enforced from 10:00 a.m. to 6:00 p.m., 7 days per week, from the Friday before Memorial Day to Labor Day each summer.

Enforcement hours for the downtown area will be published upon approval of the downtown system’s fee structure by the Common Council.

Will the new technology assist people in finding parking?
The new smartphone app PARK SMARTER™, available to download for free via all mobile app stores, features a parking locator function to help visitors locate available parking.
How much will it cost to park at a Pay Station?
At the City beach, the parking fee is a flat $12.00 charge and allows you to park all day in the beach lot. A seasonal beach permit can be purchased for $60.00 and allows you to park at the beach all summer without paying the daily charge.

The downtown parking fee structure will be published upon its approval by the Common Council.

What forms of payment do the Pay Stations accept?
All paystations accept both U.S. and Canadian coins, debit/credit cards, contactless payments via NFC technology, and mobile payments via the ParkSmarter app and the ParkMobile app. Paper currency is not accepted.
Which credit cards are accepted at the Pay Stations?
The paystations accept Visa, MasterCard, American Express, and Discover.
Are there additional fees for using a credit card at the paystations?
No, all debit/credit card processing fees are absorbed by the City as an operational cost. Those costs are not passed on to the customer. If purchasing a parking permit, there is a $3.50 gateway fee that is charged to the customer upon purchase of each permit.
Is there a fee to pay via the ParkSmarter or the ParkMobile app?
No, all transaction/processing fees associated with payments made via the ParkSmarter and ParkMobile apps are absorbed by the City as operational costs. Those costs are not passed on to the customer.
Can I get a receipt for my debit/credit card payment at the new paystations?

Yes. Visit https://myparkingreceipts.com/  and enter the requested information. A PDF receipt will be generated for the specified parking transaction(s). You may also use the “Login” link to register your debit/credit card. Once registered, you’ll automatically receive a receipt by email each time the card is used. When you use the ParkSmarter mobile app, you can request that a receipt be emailed to you after each transaction.

Where can I purchase a seasonal parking permit for the City beach or a long-term parking permit for the downtown area?

Please visit https://plattsburgh.thepermitportal.com/ for more information about parking permits. Seasonal beach permits are available for purchase now. Downtown parking permits will be made available upon approval of a permit fee structure by the Common Council.

If I didn’t initially pay for parking via a mobile app, can I add time to my parking session from the PARK SMARTER™ app?
Yes. You can use the app to purchase more time for your parking session but you will need to know your license plate number.
What are the holidays with free parking?
At the City beach, parking is enforced seven (7) days per week from the Friday preceding Memorial Day to Labor Day and no holidays are observed.

In the downtown area, the holidays during which parking regulations are not enforced are as follows: New Year’s Day, Martin Luther King Jr.’s Birthday, President’s Day, Good Friday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving, Christmas Eve, Christmas Day, and New Year’s Eve.
